Seeking a different kind of shock collar

Does anyone know of a dog training collar that will deliver a
shock if the distance between the collar and its home base
becomes too great?
I would like to give my mistress such a device so she could
carry the homing beacon with her and I would be required to stay
close to her or be shocked. An invisible leash that could be
used in any public place.
